Maybe during one of those times when she is all over you you can ask her what the two of you are up to, and if she'd like to go out one-on-one. She can't very well blow you off when she was in the middle of pawing you. It sounds like you two really like each other, so go for it...

Is she drunk when she's pawing you? Is she just really shy? Maybe she needs alcohol to build up the courage to be more affectionate. Are you affectionate with her? Do you wait for her to make the first move? Some guys are more comfortable with being affectionate in public, if she's not getting the vibes off you, maybe she's holding back on you too.
